DiiPAT is the proprietary name given to a proven program focused on enhancing the innovation, technology commercialisation and intangible asset wealth of small to medium enterprises (SMEs), with an emphasis on those in hi tech, defence and aerospace. The supply chain focus recognises there is a risk for prime contractors when engaging new tier 2, 3 and 4 suppliers and therefore an obligation rests on industry to ensure that they are "export-ready" and can provide a best value-for-money solution.
The Industrial and Regional Benefits (IRB) policy mandates prime contractors place business activities worth 100% of their contract value in Canada, but that does not entitle Canadian supplier to business, but they must also be fully capable of executing. Industry Canada's IRB policy is an enabler. DiiPAT seeks to bridge the gaps that have traditionally made doing business with lower tier suppliers by prime contractors difficult.
